
Basil C. Puglisi, MPA, is a Human-AI Collaboration Strategist, author, and the creator of Factics and the HAIA Ecosystem. His AI governance work grows from a public record that began with blogging in 2009 and grew through teaching and event work in New York City’s digital media community. It continued through twelve years as a Port Authority Police Officer.
That sequence explains the shape of the work. Factics came out of publishing and teaching, the checkpoint discipline came out of aviation law enforcement, and the HAIA frameworks came out of applying both to AI. The lineage runs in that order, and every date below is documented.

Current Focus
Basil publishes as an independent practitioner at basilpuglisi.com, where the framework pages, working papers, and books are released under open terms for personal, educational, and research use. Everything published there centers on one position: AI can inform a decision, but a named human has to own it.
He serves as volunteer Chair of the Enterprise and Ecosystem Accountability Working Group, Trust Stack Layer 5, at the Institute for Advertising Ethics. The IAE is a registered 501(c)(3) nonprofit educational foundation that works on ethical standards across advertising communications. It grew from the vision of Wally Snyder, a former Federal Trade Commission regulator and Advertising Hall of Fame member, and advertising executive Andrew Susman. The IAE created the Certified Ethical Advertising Executive credential with the University of Texas at Austin in 2022, and its Governance Lab builds practical standards for accountable advertising. Layer 5 owns the standard of proof, because a claim without a record is a marketing statement.
On October 12, 2026, Basil presents a structured element presentation at the IAE Intention Advantage Summit II at Venable LLP in New York.

Digital Beginnings: 2005 to 2010
The digital work started with web development and consulting under Puglisi Consulting, registered in Suffolk County in 2005. In 2009 Basil started blogging, and public writing became the place where claims got tested in the open. Weak facts drew challenges in the comments, and tactics that produced nothing stayed visible for anyone to see.
That same year he served as Director of Operations, Training and Development at Digital Media Insights, a startup, where he built digital training systems for staff and clients. In 2010 he worked on the AOL launch of Patch.com on Long Island, designing its first Facebook and Twitter accounts and producing hyperlocal content with five Long Island Chambers of Commerce.
He also co-produced the Parents and Baby Expo, a nine-location trade show series that partnered with Huggies, Mead Johnson, and Babies “R” Us, and produced exhibitor video content that gave smaller brands a national spotlight.

Digital Ethos and the Speaker Era: 2011 to Early 2012
Digital Ethos took rough form in 2011 as a nonprofit built to advance digital media education and bring ethics into emerging online experiences. Basil co-founded Digital Ethos and introduced it formally at the holiday party at The Business Corners in Hauppauge, New York, in December 2011. The site ran daily with guest contributors and video interviews with professionals from NASA, Young and Rubicam, and early digital pioneers.
Digital Ethos is also where the method took hold. Pairing each fact with a tactic and a way to measure it became the publishing standard on DigitalEthos.org before it had a public name.
Basil also co-founded Social Media Action Camp (SMAC), and its events came first in a conventional format. Social Media Action Camp ran in 2011 at the Roger Smith Hotel in New York City. The Social Mobile Analytics Content Event followed in February 2012 at Steel Case in New York City, during Social Media Week. Both followed the same speaker method and slogan format, with speakers presenting to an audience.
The February 2012 event still produced strong results, and Newsday covered it in advance on February 13, 2012:
- #SMWsmac generated 1,484 tweets across 15 countries, about 5 percent of all social activity in New York City that week.
- Sessions drew 976 Livestream views and 71 Foursquare check-ins.
- The event page drove 177 Facebook likes, 250 LinkedIn shares, and 834 additional tweets, making it the most socially shared event worldwide for Social Media Week 2012.
- Kred and Ogilvy’s Movers and Shakers leaderboard ranked Basil the #1 Top Influencer of Social Media Week NYC 2012.

Across the Social Media Week NYC sessions Basil produced and hosted, participants included representatives from Google, Facebook, Tumblr, StumbleUpon, Constant Contact, and Empire Avenue. Authors Ekaterina Walter (Think Like Zuck) and Brian Solis (What’s the Future of Business) joined, along with Bumblebee Media, Internet Marketing Labs, Heyo, Webgrrls International, and Hyperactivate.
SMAC stages also hosted Ekaterina Walter (Intel), Scott Monty (Ford), Ric Dragon (Social Marketology), Wendi Capllon-Carol (Constant Contact), Duleepa Wijayawardhana (Empire Avenue), Nelly Yusupova (Webgrrls International), Amy Vernon (Internet Media Labs), and Mark Coatney (Tumblr).
Teachers NOT Speakers and Factics: October and November 2012
The format changed in October 2012. At the Social Mobile Analytics Content Summit, held at NYXPO in the Javits Center, Basil introduced Teachers NOT Speakers, built on the Factics model already running on DigitalEthos.org. A speaker tells an audience what the speaker knows, while a teacher owes the audience something it can use once the session ends.
Basil shared Factics verbally for the first time on that stage while explaining the philosophy. On November 27, 2012, he formally introduced the method in print in Digital Factics: Twitter, a 60-page MagCloud publication. The principle has not changed since: every fact must lead to a tactic, and every tactic must leave evidence.

Board Service, the 2013 Summit, and Google Glass
In March 2013, Basil was appointed to the Board of Directors of Social Media Club International, now Social Media Club Global, at SXSW in Austin. As Content Director he directed content strategy and training for more than 40 chapters with over 700 members worldwide. He served one year and resigned when his new role with the Port Authority Police Department restricted personal use of social media.
The 2013 SMAC Summit sold out at 128 attendees and generated more than 3,000 tweets, over 10 million impressions, and more than 1,000 Livestream views. It produced 25 percent of all #SMWNYC impressions that day. Speakers included Dino Dogan (Triberr), Gemma Craven (Ogilvy), Christine Murphy (DDB), Ric Dragon (DragonSearch), Marc Fischman (Hyperactivate), Gabriel Shaoolian (Blue Fountain Media), Cynthia Sanchez (Oh So Pinteresting), Melonie Dodaro (TopDog Social Media), Amy Vernon, Hilary Topper, and Brian Solis (Altimeter Group).
Recognition from that period includes a 2012 award from the International Association of Business Communicators Long Island and a Kred Top 1 percent influencer ranking. Basil also ranked as a top conference influencer at the Corporate Social Media Summit NYC and Social Media World Forum North America.



Also in 2013, Basil became the first Long Island resident selected for the Google Glass Explorer program, one of 10,000 Americans Google invited to test the headset. Newsday covered the selection on July 8, 2013. That year he moderated a featured Google Glass panel at NYXPO, where early Explorers discussed what wearable technology could change for communication, events, and storytelling. The pattern held from the first events forward: test the new tool in public, then teach others how to use it.
Law Enforcement: 2014 to 2026
In 2014, at the height of his visibility in digital media, Basil entered the Port Authority Police Academy. He served twelve years as a Port Authority Police Officer at LaGuardia Airport and retired from the Port Authority Police Department on a Performance of Duty Disability in April 2026. He held BARFF certification (Basic Aircraft Rescue Fire Fighting) and coordinated operations with the FAA, the Diplomatic Security Service, and the U.S. Secret Service.
His work in the department included authoring statistical reports, creating training materials for 1,600 officers, delivering FAA presentations on drone policy, and presenting expert testimony in court. He also created a Memo Book insert adopted across the agency and the police academy.
Aviation first-responder work taught a specific discipline. Every high-consequence decision runs through a structured intervention point, every action leaves an evidentiary record, and accountability attaches to a named individual at each checkpoint. That discipline became Checkpoint-Based Governance.
Public visibility stopped during those years, but the writing did not. Basil kept producing content on social media and search without distributing it publicly, and in August 2025 he completed the University of Helsinki’s Elements of AI and Ethics of AI courses.


Factics Meets AI: 2022 Onward
AI entered the workflow in December 2022, and it failed the method on first contact. The models returned facts and tactics, but the sources could not be verified, so no measurement could attach to the result. In 2023 the loop closed with two platforms, one producing the answer and a second verifying its sources, which mirrored the two-stage way Factics itself had formed in 2012 and 2013.
Beginning January 1, 2023, the Building Blocks by AI category recorded that raw material as it happened. Those AI-generated posts are building blocks, and the human-led papers built from them are the published work. On February 1, 2024, Basil published the position that operating inside the Factics loop improves applied judgment over time.
From there the practice became a set of frameworks, each answering a different part of the same question about who decides and on what evidence:
- Factics: Every fact must lead to a tactic, and every tactic must leave evidence.
- HAIA: Human Artificial Intelligence Assistant, the ecosystem name for the full stack of frameworks and tools.
- HAIA-RECCLIN: The ten-field format that makes any AI platform show its work, and the workflow that spreads the work across platforms by job.
- HAIA-CAIPR: Running one question across several AI platforms at once so the disagreement between them becomes the evidence.
- Checkpoint-Based Governance: The named human at the decision, with a record of who decided, on what evidence, and why.
- HEQ and AIS: Measurement of governance competence, the ability of a human to direct, challenge, verify, and own work done with AI.
- AI Policy: AI Provider Plurality, GOPEL, HAIA Agents, and VAISA, the policy and infrastructure proposals that carry the frameworks into public governance.

The teaching discipline started in higher education. As Instructor and Residence Hall Director at Stony Brook University from 2008 to 2009, Basil designed curriculum for credit-bearing courses and built ethics training materials, and the program earned Program of the Year in 2009. The learning outcomes standard from that work, where every session must leave the participant able to do something new, carried directly into Teachers NOT Speakers.
