Florida’s LEAP-AI Puts AI Literacy Inside Teacher Credentials #AIg

On October 8, 2026, the Florida Department of Education and Florida Atlantic University announced LEAP-AI, a three-year, $5.7 million effort to raise literacy and numeracy outcomes in high-need schools and prepare teachers and principals to use artificial intelligence. The partnership unites FAU with the Department, Broward County Public Schools, and Miami Dade College, and it concentrates on 18 high-need Broward schools. AI literacy stops being an elective workshop here. It becomes part of how a Florida educator earns a credential.

The defended position is simple. AI literacy that lives inside a credential can be measured, and what can be measured can be governed. AI literacy that lives inside a slide deck cannot. LEAP-AI is small in headcount, but it shows the shape every school system and workforce agency will need: named people, named credentials, and a count you can audit.

What LEAP-AI actually funds

FAU describes three tracks. The first is a two-year leadership pathway for assistant principals with coaching, literacy-focused leadership training, AI literacy, and support toward Florida Level 2 Principal Certification. The second is classroom support for teachers through AI and literacy micro-credentials, coaching, communities of practice, and statewide math-literacy convenings. The third is a Registered Educator Apprenticeship so paraprofessionals and aspiring teachers can earn credentials while they work, aimed at shortages in reading, ESOL, and mathematics.

The targets are concrete. At least 100 educators are expected to complete AI and literacy micro-credentials, 18 assistant principals will complete the leadership pathway, and 18 apprentices will enter the registered apprenticeship. FAU will also produce a replication toolkit for other districts and preparation programs. The grant comes from the federal Supporting Effective Educator Development program, administered by the U.S. Department of Education through the U.S. Department of Labor.

The federal definition sitting underneath it

LEAP-AI does not arrive in a vacuum. In April 2026 the Department of Education’s final supplemental priority on advancing AI in education, published in the Federal Register, defined AI literacy as the technical knowledge, durable skills, civic awareness, and future-ready attitudes, including AI-related ethical reasoning, required to thrive in a world influenced by AI, and said it enables learners to engage, create with, manage, and design AI while critically evaluating its benefits, risks, and implications. The same notice lists fundable projects that integrate AI literacy into teaching and train educators on age-appropriate AI education methods.

On the workforce side, the Department of Labor issued Training and Employment Notice 07-25 in February 2026 to release its AI Literacy Framework as a resource for program design and to encourage expanded AI literacy training across the public workforce and education systems. Henry Mack signed that notice as Assistant Secretary. He is now Florida’s Commissioner of Education and is quoted in the LEAP-AI release. The federal framework and the state grant share an author, and that continuity is worth watching.

Where literacy programs usually fail

Most AI literacy efforts count attendance. Someone sat through a module, so someone is literate. That is a machine checking a machine: a learning platform logs a completion, a dashboard rolls it up, and nobody asks whether the teacher can catch a fabricated citation in a student essay or refuse an AI lesson plan that misstates the standard. That pattern is Responsible AI at best, an automated check with no human review. It is not governance.

LEAP-AI has the raw material to do better because it ties AI literacy to certification, coaching, and a principal pathway, all points where a human evaluator already signs off. The open question is whether the micro-credential tests judgment or only exposure. The release does not say what the assessment measures, so readers should treat that as unknown rather than assume rigor.

What to change if you run a literacy program

The Factics move is to treat the LEAP-AI targets as the fact and build the tactic around them. Put a human checkpoint where AI literacy meets real work: a coach or principal reviews one AI-assisted artifact per educator and records an accept, modify, or reject decision with a reason. That is what Checkpoint-Based Governance means by AI Governance, human oversight and accountability for AI-assisted work, rather than a completion log. The KPI is the share of credentialed educators with at least one documented checkpoint decision in the term, alongside the completion count.

Measurement matters at the individual level too. Basil’s HEQ and AIS work frames AI literacy as governance competence, the ability to direct, question, and overrule an AI, not just operate one. A replication toolkit that captures that competence would travel further than one that captures seat time. Watch for FAU’s toolkit and for the first cohort numbers. If the 100 micro-credentials come with evidence of judgment, Florida will have built a template. If they come with completion rates alone, it will have built another dashboard.
