Measuring the Governance Competence at the Center of AI Literacy

September 13, 2026 by Basil Puglisi Leave a Comment

The Augmented Intelligence Score architecture

The major AI literacy frameworks name governing and managing AI as a competence and stop short of measuring it. This working paper introduces the Human Enhancement Quotient, a behavior-anchored instrument that scores the governance relationship between a human authority and a machine capability inside a working decision process, with a universal floor keyed to irreversible consequence and an audit record reviewable on appeal.

The AI Cognitive Decline Narrative Has Not Tested What It Claims

May 4, 2026 by Basil Puglisi 2 Comments

Editorial split composition contrasting a single isolated AI beaker with a five-arm controlled study apparatus.

The peer-reviewed evidence base does not yet support the cognitive-decline claim, and it does not yet support the opposite claim either. Two scientific questions remain open: whether structured human-governed AI use accelerates cognitive development, and what augmented intelligence is in practice. This methodological audit specifies the standards the field would have to meet, scores the existing evidence against those standards, and offers HAIA-RECCLIN Reasoning, HEQ with AIS, and a five-arm randomized controlled trial design as testable counter-proposals.

HAIA-RECCLIN: Reasoning and Dispatch

Nine AI platforms reviewed the same paper and eight agreed. Agreement proved nothing, because platforms trained on the same data carry the same blind spots. HAIA-RECCLIN is the ten-field format that makes any platform cite its sources and hand the decision back, and the dispatch method that assigns seven roles by proven strength.

Checkpoint-Based Governance (CBG): A Constitutional Framework for Human-AI Collaboration

Human oversight is the phrase everyone uses, and almost nobody defines what it requires. Checkpoint-Based Governance sets four conditions that separate a human who reviewed from a human who decided, and it puts that difference in the record. Read what a checkpoint has to do to count.

Augmented Intelligence Score

Theoretical Foundations and Empirical Development of the Human Enhancement Quotient (HEQ) and Augmented Intelligence Score (AIS) Executive Summary (PDF here for Mobile Users) Augmented intelligence, as defined by Gartner, is the recognized partnership model of humans and AI enhancing cognitive performance together. Organizations have invested heavily in that model. No cross-platform, behavior-anchored, governance-integrated instrument exists […]
